Flow Jet Pump

Submersible pump kicks on for one second only and then back off for 10-20 seconds,changed pressure tank,switch?

I've changed the pressure tank(used but still good) and installed a new pressure switch,nothing seems to change it. Could this be the submersible pump itself? If it was shot I would think it wouldn't pump at all? pressure switch has to nuts to adjust for "cut in" pressure and "cut out" pressure. Doesn't seem to change anything no matter where I set them.

1. does the pressure switch have an adjustment for min/max? i.e. shut off at 50 psi and turn on at 40 psi? you may have the settings too close to each other, i doubt its the motor..... you could have a small leak in the system causing it to lose pressure and kick on the pump.
